Ores doesn't spawning. I made "generation" but ores doesn't place in the world, everywhere. How fix it?

Dimenstions - Surface
Blocks replace - Stone
Restriction biomes - all water biomes
Average amount - 5
Average number - 1
Minimal generation - 4 (i make mod for 1.16.5, but this parameter does not affect)
Maximal generation - 15
I made another ores for Stronghold and Nether, but these ores doesn't spawning.
To find ores i used mod x-ray.
There might be a problem with your X-ray mod, try setting the generation to super high values temporarily to see if they spawn. (don't set it too high or it can crash your game.)
