Block States 1.9.0

Hi I am stuck on how I can edit my block states in MCreator 1.9.0?

I am making a mod that adds in an Osmium table and I wanted to change the state of it so that when the 4 Osmium rods are placed inside the table, the block switches to the 'state' where it looks like it has the rods on it. I was trying to look for videos but I could only find people changing block states with right clicks, but I want it to be more like a brewing stand, where when an item is in the block it changes the look of the outside.

Also also does it matter if it's a fully custom block, and isn't a full block.
