how do i mine a block with multiple tools?

all i want is to be able to mine sand with my fist and a shovel, and yet i cant do it, i set my material to sand, i set my tool to "not specified" and i set the harvest level to 0, and its still not working, same with custom dirt, same with custom grass, and same with custom misc. someone help me out here, is it just me whos got this issue? cuz i dont see anyone else talking about it but me, 2021.1 and 2021.2 btw, recently updated
