Help with a multiplayer based command

Hi. I just had an idea about making a mod for a modded SMP I'm making which consists in a command /call <player name> <channel> that sends that player a message in chat saying: "<player name of the command writer> is calling you to <channel>! (the channel being any text you write) to be able to call players to a Discord voice channel without saying in the chat "vc" or related things, to keep the roleplaying and realism, with the command working as some kind of phone. The thing is I have never made a command with MCreator and I don't know how to do this. Can somebody help me?
