You're asking something that is  basically impossible. Computers can only read pixels, and you can't decrease them.

Can you show your texture so we can get a better idea of what exactly you're trying to do?

Photoshop -> Image -> Image scale -> Resample Image -> Nearest Neighbor (Preserve Hard Edges)

But if you scale it to extremely small, like a 2048 to 16, it's impossible to preserve everything. a 128x128 to 32x32 or even 16x16 is possible but the outcome will always be just a "figure" of what it use to be/looked like but now in just pixeled colors.
