Night Vision Camera Prototype

Hello. Recently ive been trying to make a night vision camera for my mod. Ive tried to make a procedure "when right clicked". I want it like this:

When right clicked - add potion of night vision (already done) + add a overlay over my screen.

And if right clicked again, these effects would be gone.

Is there any way to make this? Is this even possible in the first place?
