Trying to make a book that when the gui is used it will allow you to pick a player to unban

Yes, I know this is a long shot but does anyone know if it's even possible to do this I mean I would even be willing to go into the actual code viewer and edit it if anyone knew how to do this. I just want to make a book (well an item with a book texture) that when right-clicked opens a GUI that shows you banned players and buttons corresponding to unban them or just something like that maybe even using the text input any ideas would be great. =D
