I'm not quite sure how to do this, but I think a workaround could be some sort of force-loaded command block structure with a daylight sensor to stop all sound, then start playing said track!
It's a very primitive workaround but I'm sure it could work

how would i make the structure consistently spawn at 0, -64, 0 and make it only play it in that dimension
