Custom Luminance Colour?

I did see a similar topic, but it was made 3 years ago, and I was wondering, is this now possible? Essentially, I'm making a 1.19.2 reboot of the Coloured Lights mod, but I don't even know how to change the colour itself. And I know in 1.19.2 there are light sources that produce coloured light (mostly a tint of orange), so can I do this too?
