Command Parameter List?

Is there a way to make a Command that adds example a Command that adds a timer with a unique name. This will adds an lieral parameter with this name. 

I mean is it possible to make a list that we can get a value of it?

Like all the list of Items you can give with /give command that is automatically detecting.
