Custom dimension has caves flooded with water

So I've noticed that for whatever reason whenever there's a custom dimension past 1.17, due to the cave update, the caves are always flooded with water. I've noticed other people complain about this but it still hasn't been fixed and I don't understand why. Please fix this soon!
