Tamed mobs not attacking

i'm trying to make a tameable mob, and i've got most of it down. but, when i add the blocks for attacking mobs the owner attacks / that attack the owner, the tamed mob does nothing. everything else works, like following, but specifically attacking does nothing.

this is what my goals list looks like, i've tried moving the blocks around to no luck. i know for a fact they're tamed (the follow block works), but they just won't attack anything. any suggestions?
