Fear enchantment

Here is my problem! So I tried to make an enchantment that force the mobs to run away from the player when they got hit by the enchanted weapon (Like creepers from cats).
I tried a lots of Procedure to solve this, but I just simply couldnt find the answer. Please someone help me with this nightmare!
