How do you get what tool type can harvest a block using procedures.

I would like to know if there is a way(willing to use custom code) to get what tool type can harvest a block.  I know I can see whether a diamond pickaxe can harvest a block, but I want to know if a pickaxe(or other tool) is the correct tool to harvest a block, not a specific pickaxe.  I guess one possible workaround could be to create a custom tool with a harvest level of 99 or something, but I would prefer either custom code or a plugin, rather than a hacky workaround.
