Speed factor??

It says speed factor but wat is speed factor actually in blocks per second

I want to make a mob the same speed as a turtle but it gives me that in b/s so i can't do anything with that so can someone tell me what 1 speed factor is in b/s

And also 1 movement speed from behavior in b/s
