Issue description

Add a option to Biome Creation tool to select if a custom Liquid can replace vanilla water as the main biome liquid.

Also add ability to custom liquids to restrict their generation to biomes.

i want to use a custom liquid with a peat texture that will act like quicksand named peat as the main liquid in a custom bog biome.

One can not control fluid spawning in biome settings but can control custom fluid spawning as you asked too. This is planned by this ticket: https://mcreator.net/tracker/issue/45389
