Glowing layer for blocks or plants

Issue description

Since it's possible to add a glowing layer for mobs in 2020.3 (Which i love)
It would be cool to have the same feature for blocks and or plants

Issue comments

Glowing layer on items is possible (has glow), but due to no proper support in vanilla render system for blocks, this is a bit out of scope at the moment.
