So I made a mob called flaming skeleton, I set the animation to leg swing movement, but it swings too high, making the legs look floating from it's body. Maybe add a new animation called small leg swing?
reproduce:
1. go to a new world
2. search "spawn" in creative search bar
3. scroll down
4. find spawn flaming skeleton
5.spawn it
6. take some stuff and go to survival for the skeleton to attack you.
7. look at the legs.

There is no flaming skeleton mob in the workspace you attached. Most likely the wrong leg movement is caused by incorrectly set leg pivot points.
There was some other cusom skeleton though, but it did not move its limbs at all.
I have set the animations myself for the lavic skeleton (not flaming) and indeed the problem is that you set leg rotation point in the middle of the legs.
uh... I meant the other skeleton. thanks for correcting me. How would I set it so it will swing properly?
and I could only use letters and underscores for my texture names now?
Yes, this is the new limitation of 1.14.4, all other names can cause problems.
Set the rotation point of the leg where the joint of the leg is.
