Biome Layering??

So i made a biome where i have grass ans the top layer and dirt as the filler. How come the grass is the only block that spawns in?? Grass blocks are generating like 10 blocks deep. Im trying to make it like actual Minecraft where the grass blocks only generate on top. THANKS
