Is there a way to create your mod config file? How to check for tool durabillity?

Is there a way to generate your mod config file? Like can you generate a config file that fix some of the mod's features, like entity spawn rate, item damage, or an option to disable some of your mod items or weapons? If you can, then how can I make it? Is there already a feature ticket with this problem that I do not know about? Also, how to check for tools durabillity? Is that possible yet?
