I need a mob to raise both arms OR swing both arms (using "swing main hand of the entity" doesn't seem to do anything)

I need a mob to raise both arms OR swing both arms (using "swing main hand of the entity" doesn't seem to do anything)
Raising this issue.
Calling the "Swing Arm" block on a player also doesn't work when the procedure runs from the server side.
