How do I make an Underwater Dimension?

I would like to make an underwater dimension with lots of underwater blocks mobs and plants is there a way to do this?

the only way possible is through major changes to world generation but then other ways like making a procedure that changes blocks to water will be to laggy there is not really a way i can think of through mcreator without changes to code or a lot of lag once entering the dimension

You make a Surface-type dimension, select your biomes (ocean ones for deep parts, but you can also have non-ocean ones). Once you've finished every part of this and will not be making more edits, go into the code for the dimension, lock the code, CTRL-F to search, search for "sealevel," and change it from 63 to something higher.
