I just created for my mod custom shears but, when i put the harvest level ( 0 ) for it, in game i can break the blocks with facility, how can i resolve this ?

I just created for my mod custom shears but, when i put the harvest level ( 0 ) for it, in game i can break the blocks with facility, how can i resolve this ?
I think this is because Mojang never coded in for shears to have a harvest level, as there is only one type of shears in the game.
