How rare is the ore? it might just be so rare and you are so unlucky that you haven't found it. If this is the case you could try turning on an x-ray texture pack or turning the spawn rate waaaaaaayyyy up.
Otherwise, I don't really know how to help you :/
Its not rare. about the same as iron really.
So,
the properites should be something like this:
dimension it generates in: surface
blocks it can replace: blocks:STONE
average number of ores per group: 8
average number of groups per chunk: 6
minimal generation heigh: 0
maximal generation height: 100
Hope that I didn't forget smething and if you hve set all parameters, I don't know how to help you.
