Filling a Item with Air (Using NBT tags)

So i made this space helmet and also a scuba gear (armor item), im trying to make them fill with Air (NBT tag) on a block (Air Compressor), but it wont work, not sure whats im missing here; it does work when i 'fill' it when the item is crafted (below) and also work when i remove the air (when the player use the helmet on the item tick) but filling with air on a block wont:

im stuck on this for couple weeks already, apreciate some help! thanks!
