How can I make an ocean biome? Specifically one with unique mobs and plants.

I want to make a mod with underwater biomes. I have pretty much no coding knowledge and I can't find any tutorials. I kinda want the biome to not just a flat floor but have height differences.

I am not sure about how to make the ocean biome but about the plants in the editor it lets you select the type "Water" and I think that helps to make it an ocean plant

so make a biome and select the ground and underground block to be whatever you want the ocean floor to be like sand then set the base hight to at most -1.9 or any other minus number apart from -2.0 and onwards (it creates massive pilers reaching high into the air around the biome if you do this then make some blocks and make them look and act like underwater plants and make then procedurally generated structures (make them kinda common) like 4 per chunk for kelp like plants then set the hight variation to 0 and your done now add some mobs (or not)
