Item Frame/Painting Item Placing

so I have that item in hand, and when right clicked on block it appears, but only in one way, and if I want it on the wall it replaces block and can be placed on the ground (with y+1 because it could replace block under it) so my question is, how do I make it work just like item frames/paintings? please help ;____;
