I want to replace a block by another when rightclicked with a chance of 15%.
But sometimes (or very often) you can see the other block for a very short time and replacing instant to the block it was before.
How can I fix this glitch?

If you are placing the block you don't need to remove the block.
I don't see why your procedure shouldn't work though.
