Is it possible to change the colour of tooltips?

I would like to change the colour of the tooltip for items from white, but I'm unsure if this is a thing I can do or if it is how to do it.

It's obviously not the biggest thing in the world, thought it'd be pleasant. 

(I know about things like \u00A7 but that doesn't work)
