I'm trying to created a gun that acts like a sniper, shoots once and I'm not able to spam it, is there a option for a sniper or is it not a thing yet?

Just tick off "Shoot constantly when active". You might be saying that you have to hold right-click for it to shoot. The thing is that is more similar to snipers. If you don't steady it, the shot would be less fast and powerful. However, the longer you steady, the more powerful and fast the bullet becomes.
So, yea....
Do when ranged item used, in item procedures, use Cooldown Provided itemstack for (the amount of ticks you want for a cooldown) ticks for Event/target entity.
