How to replace layers of air in dimension with another block? (1.16.5)

I'm trying to create a dimension that has nether-like generation, but the air is supposed to be replaced with water. I also want to generate a 1-block thick layer of a custom block called Chemical Film inbetween the water and the custom fluid (called Brine) that generates in the dimension. So basically, how can I replace the air on certain y-levels in my custom dimension with another block?

I don't think there is a way…

I don't think there is a way to do this, especially in 1.16.5, without making a custom world gen code

I'm okay with editing the dimensions code, one of my friends figured out how to do it but we don't speak anymore so I was hoping someone else would know how to do it.
