Please help me with block´s hardness!

I never understood why STONE has hardness (1.5), but PLANKS has (2.0). Aren't PLANKS harder than STONE? Please help me. I do not get it.

The hardness is relative with the tool you are breaking it. Meaning that is easier breaking a stone with wooden pickaxe than a plank with a wooden axe.

In my mod I created stone and planks. For STONE, I set the hardness (1.5) and the pickaxe level 0 (wood). For PLANKS, I set the hardness (2.0) and the ax tool to level -1. When I tested the hardness of the block in the game, PLANKS is harder than stone. (btw. When I give the tool -1 (so that I don't have to use a tool to drop an item) it's probably broken, because if I break the block with my hand and I'm set to -1, nothing will fall from that block.)
