You can make a custom block that has the same texture as bedrock and has like 69 harvest lvl and make it generate everywhere under y6 and only able to replace bedrock. Then make the tool with the same harvest lvl and you're done
Mabey you could have the server replace the targeted bedrock with air.
Hey, so i tried to do this but it wouldn't replace the bedrock. could you tell me what I'm doing wrong?

Hmm weird, it wont replace the normal bedrock blocks?
