How to show overlay on right click with specific item on specific block

Hey, 

so I made an Item and an overlay and i want it to show up (for 2 seconds) whenever i right click that specific block with my item. I´m new to procedures so I don´t really understand how to do the overly showing up, the 2 second timer and choosing the item and block.
