I want to make my overlay to appear when one effect has been applied to a player
How can i do that?
I tried to make this work, but for some reason overlay does not see any procedures at all

also remember it is a condition, you need Return blocks
Here is a procedure that will help with that display issue, just set the haste modifier to your potion effect.
