Custom ground block generating underground

I have a custom grass block set as the 'ground' block, and vanilla stone set as the 'underground' block. In caves or just generally underground there is no stone apart from the first few blocks down. Instead it is replace with the custom grass block. Am I doing something wrong, or is this a bug?

I am sorry, but is your problem that your grass is replacing stone?

This worked! I just didn't understand what the filler block was, and mistook it as the top layer of the dimension. Thanks for your help!
