sometimes entities dont generate in structures

i made a structure and it has two entities in it, i have it set so the entities were included in the structure but most of the time the entities dont generate in the structures, so most of the time the entities dont generate but sometimes they do, is there any way to fix it so they always generate in the structure instead of sometimes not generating?
