fastutil-8.3.1.jar wont download.... error has been going on for 2 days

I had this issue and i have been trying to fix it for few days now..... day and night because i really want to mod and make cool little things.

I had to find every solution and all of them did not work so the best solution is to download it manually.

I have the fastutil-8.3.jar file on my computer and i do not know where the location is to put it.

i have tried putting it on pylo/mcreator/jdk and it did not work... 

So all i am asking for is where is the fastutil-8.3.1.jar file have to be put in to resolve this error screen.
