Whenever I create a block and select the translucent property, nothing happens. The block is still completely opaque. I have tested it against ice which works fine. Is there another aspect of translucency that I am unaware of that also needs to be selected/modified?
Your texture needs to be transparent (or translucent).
By selecting translucent property you tells minecraft your block may contain transparency, like ice texture does (the ice texture for example, is semi-translucent). If your texture is opaque, nothing happens. You can make your texture translucent with, for example in GIMP the eraser tool in which you low the opacity.
