change item to another item when touch water

hi. i am making a mod to be able to gather some ore like iron gold copper etc...

like hydroneer game, you take sand and place it in water to gather some small ores..

so i tried already a few times and it doesnt work.

when item touch water it become another item

here is what i managed to do so far:

so when a block is place a there is 1 case of water above it it send a general message..

i want to tell when for example.. when stone block is placed under water then message ""is in water
