the tag adder is mean to add to the existing tags like if you made a new liquid that is say magma then you would add its blocks to the 'forge:lava' tag and as such it doesn't make the tag exist because it is simply an expansion to the selected tag. some of the use cases are adding more stuff to tags forge, minecraft or another external source have made

i meant in the way that plants and trees don't grow on the block
I also had this problem, and fixed it by using minecraft:dirt instead of forge:dirt
