So recently I've tried making an Tool unable to be dropped or put in a chest, but i just cannot figure out an working Procedure. Can anyone please help me with this?

Sorry that I'm not be able to solve all your problem but I may have an idea how to make a tool can't be drop but not the chest part. I'm currently testing this in 1.18 so I don't know if this works for you. Anyway here the image:
