This is not possible. Minecraft code is limited in this aspect.
i guess we can actually have this added. on vanilla, you can use the program NBTExplorer to open and close certain features of different game rules. example you could be immune to damage and not cared by hostile mobs while you have a health bar and still mine blocks slowly.
