both of you had good ideas, but the biome above the roof of the nether is impossible, so i'll have to go with the withered biome. i'd implement both if i could.

besides mob who is bleze whit spawner in it, spawns blazes
and to kill it you need to destroj his shields, like a mini boss in fortres.

i think you could make a withered biome, with coarse dirt and withered roses all other the place.
