Shiftable/Altable/Controllable Item Descriptions and & Translation Keys for Items Descriptions

Is it possible to add the possibility to translate Item Tooltips without locking the Mod Element?

Also could you add Shiftable/Altable/Controllable Tooltips. This would be really cool to see without locking the Mod Element (Because it's very time consuming if you need to change some Settings at the Mod Element and you need to unlock them and write the Tooltips again...)
