How do I make an item only work if you are not in the nether?

I am making an item that teleports you to the nether and spawns fire where you were when you right click, however i learnt you can spam this in the nether. Any ideas on how to fix this? I took a big break from mcreator and forgot all i knew. This is in fabric.
