Get efficiency value of item from procedure

I need to get the efficiency level of an item from a procedure to make a block crusher, a machine that breaks the block under it. The idea is i put a tool inside it and it uses it to break the block below it, but, for that, i need to know the efficiency value of the tool to know how fast its gonna break the block
