Problems with procedure (enchantment)

Hello! Incredibly immature, I know, but I need help making my incredible "Curse of Farting" enchantment. I really suck at block coding, so I would appreciate any help thrown my way.

I've made this little block of code, and it is not working at all. I want it to be like, when leggins have the enchantment, they play the sound and spawn the particles.
