Why isn't block tint working?

I've seen people having trouble with block tinting a lot, but most of them were trying to tint a wall or a custom model, but I can't even tint leaves, or anything! The block items do have a tint but when I place that same block on the ground it will lose the tint. I really don't know what is going on, maybe it has something to do with me making this mod with a fabric plugin but that doesn't make sense, if that were the case then I would have at least seen one person talk about it!

Can somebody please help me? I'm genuinely confused.
