Changing how long it takes to swing a sword/tool?

Anyone know how I can change how slow an item swings? Like in the Elder Scrolls how battleaxes swing slower than daggers.

Make the effeciency different

Make the effeciency different for tools/weapons. The higher the number is, the faster.

I think he means attack speed, not mining speed. I don't think there is a way, but they really need to add one.

@#2 Effieciency and attack speed are the same thing.

@#2.1 no they aren't. you know in 1.9 how axes and picks swing super slow, right? if you change the eff of a sword it wont do anything

@#2.1.1 It does change the sword effeciency for me. It just has to be kinda for apart for it to make a difference.
